"Cannot Pay with Foreign Card"
Your Alipay Is Fine. You're Scanning the Wrong QR.
How to Scan and Pay with Alipay (Quick Refresher)
Two ways to pay with Alipay in China — knowing both is what gets you out of trouble at small vendors:
- You scan them (扫二维码): tap Scan (扫一扫) in Alipay and point at the vendor's QR code. Works at chains and registered merchants — but fails on personal QR codes, which reject foreign cards.
- They scan you (the flip): tap Pay (付款) in Alipay to show your payment QR code, and let the vendor scan it. Routes through your foreign card at almost every vendor, including street stalls.
If scanning fails, flip to showing your code. The rest of this page explains exactly why.
The Two Types of Alipay QR Codes
Every Chinese Alipay user has a personal QR code they use to receive money from friends. Most small vendors — market stalls, food carts, tiny shops — display this same personal code at their counter. It is fast to set up and costs the vendor nothing. It is also completely incompatible with foreign-linked cards.
Merchant QR codes are different. They require the business to register formally with Alipay as a merchant. In exchange, they can accept payments from any source — including foreign Visa, Mastercard, and Amex. Large chains (Starbucks, McDonald's, 7-Eleven) always use merchant codes. Small independent vendors may or may not have one.

The 10-Second Fix
You do not need to find a merchant code. There is a faster solution: flip the direction of the scan.
Instead of scanning the vendor's QR code, open Alipay, tap Pay (付款), and show your QR code to the vendor for them to scan. When the vendor scans your code, the payment routes through your foreign card regardless of whether they have a personal or merchant code. This works at the vast majority of vendors including street food stalls.
Show this phrase if the vendor looks confused:
你扫我 (nǐ sāo wǒ) — "You scan me"
When the Flip Doesn't Work Either
A small number of very small vendors have no scanner device at all — they can only show you a code to scan, not scan yours. In this case:
If the vendor has a formal business registration, they may have a merchant code available that they don't display by default. Show them: 商家码 (shāngjia mǎ)
The same personal vs. merchant code distinction applies to WeChat Pay, but the failure mode isn't always identical. If the vendor has a WeChat Pay merchant code and not an Alipay one, switching apps resolves it.
This is why the pre-flight checklist recommends carrying ¥200–500 in small notes. Street food under ¥50 is where you are most likely to hit this issue. Cash is universally accepted and ends the problem immediately.
Where This Happens — and Where It Doesn't
| Venue type | QR code type | Foreign card via scan | Flip (show your QR) |
|---|---|---|---|
| Starbucks, KFC, McDonald's | Merchant | Works | Works |
| 7-Eleven, FamilyMart | Merchant | Works | Works |
| Supermarkets (Walmart, Carrefour) | Merchant | Works | Works |
| Sit-down restaurants (chain) | Merchant | Works | Works |
| Independent restaurants | Mixed | May fail | Usually works |
| Market stalls, street food | Personal | Fails | Usually works |
| Very small vendors (no scanner) | Personal | Fails | Fails — use cash |

Frequently Asked Questions
Why does Alipay say 'cannot pay with foreign card' when my card is linked?
You are almost certainly scanning a personal QR code, not a merchant QR code. Personal QR codes — the kind individual Chinese users use to receive money from friends — only accept domestic Chinese bank accounts. They cannot process foreign cards. Merchant QR codes, issued to registered businesses, can accept foreign card payments. Ask the cashier to show you the merchant (商家) code, or flip the interaction: instead of scanning their code, show them your Alipay QR code and ask them to scan you.
How can I tell if a QR code is personal or a merchant code?
Merchant QR codes usually appear on a printed stand or card with the business name and often a Alipay or WeChat Pay logo. Personal QR codes are shown from someone's phone screen, or on a small handwritten note. If the QR code is a printed stand-up display at a register, it is likely a merchant code. If someone holds their phone up for you to scan, it is a personal code and will reject foreign cards.
What is the fastest fix when Alipay payment is rejected at a small vendor?
Flip the direction: open Alipay, tap Pay (付款), and show your QR code to the vendor for them to scan. This method routes the payment through your foreign card regardless of whether the vendor has a merchant code. It works at the vast majority of vendors, including street food stalls and markets.
